Sto. Tomas, Batangas — The City Government of Sto. Tomas marked a significant step toward faster and more dynamic urban development with the official signing of a Memorandum of Agreement (MOA) on February 3, 2026, together with the Department of Transportation (DOTr) and the Toll Regulatory Board (TRB).
The agreement covers the construction of an interchange in Barangay San Antonio under the South Luzon Expressway (SLEX) Phase II – Toll Road 4 (TR4) Project, which is expected to serve as a new access point connecting the city to major highways and improving regional mobility.

The project aims to further strengthen the local economy of Sto. Tomas by ensuring smoother flow of trade, faster delivery of goods, and more efficient movement of supplies for businesses and investors.
The MOA was signed by Mayor Atty. Arth Jhun Aguilar Marasigan, TRB Executive Director Atty. Jose Arturo “Jay Art” M. Tugade, and Vice Mayor Catherine Jaurigue-Perez, highlighting the strong collaboration between the national and local governments in pursuing long-term development for the city.

The event was witnessed by members of the Sangguniang Panlungsod, Cong. Ray Reyes of the Anakalusugan Partylist, representatives from the DOTr, TRB, San Miguel Corporation, and several department managers of the City Government of Sto. Tomas.
