Biñan City, Laguna — The Biñan City government on Monday presented its priority programs and key projects for 2026 during a press conference held at the Biñan Cultural Center as part of the Araw ng Biñan celebration on February 2.
City officials led by Mayor Angelo “Gel” Alonte, Vice Mayor Jonalina Reyes, and Lone District Representative Atty. Walfredo Dimaguila Jr. briefed members of the media on the city’s development direction for the coming year, focusing on healthcare, social services, infrastructure, and public safety.

Mayor Alonte said the city will continue to strengthen healthcare services, citing the opening of the Biñan Dialysis Center and the groundbreaking of the Biñan City Cancer Institute. He added that the city plans to create additional regular positions for healthcare workers at the Biñan City Hospital and expand emergency response capabilities through the acquisition of ambulances, rescue vehicles, and emergency equipment.
The mayor also announced the planned rollout of the Biñan Access Plus Card, a unified card system designed to help every Biñan household conveniently access healthcare, education, and social welfare services and assistance.

Other initiatives lined up for 2026 include housing support for families affected by the PNR North–South Commuter Railway Project, increases in solo parent subsidies and teacher allowances, updates to the Biñan City Drainage Master Plan, the establishment of a Biñan City Mental Health Hotline, the creation of the Biñan City College, and the deployment of AI-powered smart traffic lights to improve traffic flow and road safety.

Vice Mayor Reyes outlined the priority legislative measures of the Sangguniang Panlungsod, including the development of the Biñan Smart City Master Plan, which will serve as the city’s 10-year roadmap toward becoming a smart city. She also cited initiatives focused on public safety, improvements to the CCTV system and command center, environmental programs, and continued support for education, child care, healthcare, and workforce welfare.

Representative Dimaguila, meanwhile, discussed his legislative initiatives in Congress, particularly efforts to secure funding for flood control structures and flood pumping stations in the lakeshore barangays of Malaban, Canlalay, San Jose, and Dela Paz. He also confirmed that the construction of additional school buildings across various barangays has been included in the 2026 National Budget.

The city’s leaders emphasized the importance of close coordination among the city government, the City Council, and Congress to ensure the effective and responsible implementation of programs aimed at improving the quality of life of Biñan residents.
