San Pablo City, Laguna — Small but mighty: sari-sari store owners emerged as the city’s largest group of taxpayers in January 2026, collectively paying the highest amount despite being micro-businesses. Mayor Najie expressed his gratitude:
“Sa nakaraang buwan po, talagang nakakataba ng puso ang ginawa ninyo, mga minamahal kong kababayan, lalo na ang pinakamalaking grupo na nagbayad ng buwis. Isipin niyo, sari-sari store owners ang pinaka-maraming nagbayad at pinakamalaki ang volume. Ang laki ng pinagbayaran nila collectively, sila ang pinaka-malaking grupo na nagbayad ng buwis sa atin.”
The city’s declaration as a kotong-free city has reinforced transparency, with all business payments now properly receipted. Local business groups, including some Chinese entrepreneurs, praised the move, noting that every payment to City Hall comes with an official receipt.
In January 2026, business permit collections reached ₱199.17 million, up by ₱23.38 million from the same period in 2025. A total of 7,014 transactions were processed, including 5,976 renewals and 160 new businesses. The first-ever online permit system recorded 1,322 digital transactions, generating nearly ₱13 million in online payments.
City officials acknowledged some delays due to internet connectivity and unfamiliarity with the new system, but assured the public that system improvements, information drives, and strengthened digital infrastructure will make transactions faster and more efficient.
Officials emphasized that these results show how transparency, accountability, and clear reforms can benefit both businesses and the community.
